The Project Controls Analysts work with Jefferson Lab leadership, scientists and engineers, operations staff, subcontractors, and suppliers to develop realistic, time-phased project plans. Utilizing project management and earned value management methodologies, the Analysts are responsible for schedule and cost control aspects of projects through their life cycle. Assignments include developing profiles of resource needs, track and analyze resource expenditures, and participate in rigorous change control over budgets and schedules to help project managers maintain effective control of project performance. Jefferson Lab projects involve advanced technology development, construction and deployment of large-scale scientific research systems, and conventional construction and range in duration from months to 10 years and in value from $100k to over $500M. Project Controls Analysts report to the Project Controls Group Leader and are assigned to one or more projects, will collaborate with other Project Controls Analysts to peer review work products, and will backup other Project Controls Analysts to broaden skills and maintain project continuity during planned or unplanned absences.

In this role you will:

  • Work with Project Managers and Control Account Managers to develop and maintain fully integrated project plans, budgets, schedules, and Work Breakdown Structures (WBS) for Jefferson Lab projects. Document all assumptions and bases of estimate
  • Collect and integrate project data including capture, analysis, and reporting of project performance and cost data and forecast impacts. Perform what-if analyses, revisions to project plans, schedules, and budgets. Maintain variance analysis for the project and assist with identifying and tracking issues to completion. Responsible for meeting established project reporting timeframes and data accuracy
  • Advise Project Managers and project personnel as appropriate in the application of historical data to establish realistic cost and schedule estimates and quantify risk
  • Create or modify cost, schedule, or earned-value reports using report writing tools, common software applications, or Jefferson Lab-developed tools as required by Project Managers or project personnel
  • Perform quality assurance checks on project plans, budgets, and schedules
  • Maintain clear and complete work papers, change documentation, and work instructions and understand and apply all required project and financial controls per Jefferson Lab policy
  • Contribute to the development of the organization’s project management and earned value policies
  • Participate in project planning meetings and reviews as required by Project Managers
  • Develop and maintain project history data and files

Jefferson Science Associates is seeking to fill up to 2 Project Controls Analyst positions

Qualifications we require:

Education:

BS/BA in business, finance, accounting, management information systems, engineering, physical or biological science or directly related field of study and,

Experience:

5 years of relevant work experience

Knowledge, Skills, and Abilities:

  • Ability to develop project control reports, presentations, and provide input into project management plans in compliance with corporate and customer standards. Must understand project delivery phases, activities performed in each phase, and deliverables associated with each phase
  • Ability to make analytically sound assessment of project plans, schedules, and cost and provide timely identification of variances that require management attention
  • Skilled in the development of Work Breakdown Structures (WBS) and activity-based estimating techniques
  • Skilled at establishing and maintaining well-documented project baselines and ensuring rigorous change control over the entire project life cycle
  • Demonstrated ability to use MS Excel to capture, sort, and clean tabulated data and use formulas, pivot
    tables, and reports on large data sets
  • Demonstrated working knowledge of the earned value management techniques (ANSI EIA-478 or equal)
  • Skilled in the use of scheduling software such as Primavera P6Enterprise Project Portfolio to schedule activities using CPM techniques, assign resources, identify critical paths, and define activity durations

Knowledge, Skills, and Abilities (preferred):

  • Knowledge of Department of Energy (DOE) Order 413, Program and Project Management for the Acquisition of Capital Assets
  • Experience with Deltek Cobra, Deltek Costpoint, and Cognos Impromptu
  • Knowledge of AACE estimating principles and standards
  • Ability to work with scientists, engineers, and information technology professionals in a high technology organization
  • Ability to work productively in a blended workforce composed of regular full time and part time employees, contractor staff, and consultants
