What your job will be like:

As the Senior Contract Counsel at Jefferson Lab, you will work with Lead Senior Counsel to provide legal advice and counsel on contract matters as assigned with an emphasis on Federal Government contracting and subcontracting. Responsibilities will include, legal review, drafting, and providing comment and guidance on various legal documents.

In this role you will support:

  • Prime Contract Services: Provide legal guidance on compliance with and modifications to JSA’s Prime Contract, to include review of government regulations, policies, and procedures. Staying updated with changes in legislation and regulations to provide comment on draft orders and proposed rules. Assist the Compliance Manager in the interpretation and implementation of contract terms to ensure compliance
  • Procurement Services: Review various types of subcontracts, leases, and other legal documents; Research the Federal Acquisition Regulations, DEARS, and other federal requirements; drafts, and recommends revisions as necessary. Advising procurement officers on all aspects of subcontracting from planning to solicitation, management, dispute resolution, and closeout
  • Technology Transfer Services: Reviews and advises management on unique agreements, (to include International Agreements, Cooperative Research and Development Agreements, and Strategic Partnership Project agreements), and drafts and negotiates intellectual property agreements (to include Non-disclosure and License Agreements)
  • Maintains continuing legal education requirements as needed, or to continue professional growth and development through seminars, workshops, and professional affiliations to keep abreast of the latest laws and regulations
  • Willingness to learn other areas of in-house practice and perform miscellaneous job-related duties as assigned
  • Must be issued a Virginia Corporate Counsel certificate within 6 months

Qualifications we require:

Must Be A US Citizen

Education:

  • Juris Doctorate degree from an ABA-accredited law school
  • Admission to a state or the District of Columbia Bar

Experience:

  • 15 years Practicing law in a business environment
  • Federal Government Contracts experience
  • Performing legal research and drafting routine legal guidance in the area of contracts law

Knowledge, Skills and Abilities:

  • Experience with the Federal Acquisition Regulation (FAR) and familiarity with Department of Energy Acquisition Regulation (DEARS)
  • Knowledge of the government contracting processes, including bid protests, contract disputes, and compliance requirements
  • Legal research skills to interpret and apply complex government contracting laws and regulations
  • Strong contract negotiation skills to advocate for client during subcontract negotiations with vendors
  • Attention to detail to ensure compliance with contract terms and regulatory requirements
  • Analytical skills to assess risks and provide strategic advice on government contract matters
  • Ability to communicate effectively with government agencies, contractors, and subcontractors
  • Ability to work under pressure and meet deadlines in a legal environment focused on support of the Laboratory’s mission.
  • Ability to deliver legal advice and counsel consistent with JSA's operations mission and business objective

Qualifications we prefer:

  • Federal Government Contracts experience
